If a client wants to enroll with zero subsidy they can do so through the following:
Apply without subsidy; while on Healthcare.gov application redirect, answer “No” to requesting financial assistance, this is easier because it will skip more subsidy questions while on HC.gov

Elect $0 on HealthSherpa's enrollment attestation pages
